After ITA at the point you have to list previous employment with proof, does you Record of Service Cerificate count as proof??

Which NOC code did you claim in your EE profile?
If the Record lists your duties and responsibilities matching the chosen NOC, than it counts. There are other requirements like proof it was a paid work experience, hours/week worked, etc. which you can find in "Proof of work experience" section on CIC's official webpage: http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp
