It is not necessary to have US visa to flagpole. In fact, if you have US visa, you won't be flag-poling. You would have to go into the USA and come back into Canada. This is because the officials cannot refuse you entry to the USA with a valid US visa.

No visa necessary - you just tell the border officials that you are confirming your PR and they'll give you a piece of paper which effectively is a refusal of entry but doesn't have any effect on your record. You then return to the Canadian border building and confirm your PR with them.

Well it's not correct. I have an USA visa, and i just told the us officer on the border that i still do not want to come into USA, but just to turn around and re-enter Canada, and that's exactly what he let me do.

It happened with me before. But now my usa visa expired, and I want to know if I can flagpole in this situation

Yes, but he won't give you the administrative refusal, or did he? The American border post is also America so you got there. The part I'm interested in is whether he gave you a refusal letter/form.

I flag-poled on the weekend - the piece of paper that the US border officers give you clearly has 'refusal of entry' written on it along with your name and passport number, but you don't get a copy of that - you give it to the Canadian processing officers.

i checked my I-94 record online after flagpole and they didnt count that as an entry......

so no records in I-94 for flagpole so as per my perception single entry wont be used. but still you can ask that immigration officer at US port of entry.

Probably not, as he had a valid visa.

I just read a landing story on this forum that the US officer was basically nicer to them because they used a valid US visa to flagpole.

there is nothing to worry about. I went with my friend to Niagara rainbow bridge when he received his COPR... we both have US visitor visa! just tell the US officer that you want to re-enter into Canada for PR purposes .. they will guide you through!

@aaro27 I will be getting an extension for my PGWP no niminationa nd no ITA. My visa will expire on April. I don't have a car can I tell the US officer if I can go in and enter again?
