Reginald said:It is not necessary to have US visa to flagpole. In fact, if you have US visa, you won't be flag-poling. You would have to go into the USA and come back into Canada. This is because the officials cannot refuse you entry to the USA with a valid US visa.

so no records in I-94 for flagpole so as per my perception single entry wont be used. but still you can ask that immigration officer at US port of entry.
