Am I allowed to pay the domestic tuition?

Hi everyone,
I've been doing my research and I know that there are 2 kinds of tuition: domestic and international. And I came across a few schools that specifically explain who can pay the domestic tuition like this
Who Pays Domestic Tuition Fees?

The following excerpt is from the Ministry of Training and Colleges and Universities Operating Funds Distribution Manual and is subject to change at any time.
4.1.2. Permanent Residents

A permanent resident within the meaning of the Immigration and Refugee Protection Act:

a) a person who has been granted "permanent resident" status and has not had that status revoked; or

b) a person who has been approved “in-principle” for permanent resident status in Canada. Evidence of this is a letter which confirms that Citizenship and Immigration Canada has determined that he/she is eligible for immigration to Canada or meets the eligibility requirements to apply for permanent resident status in Canada. Such letters must be dated prior to the enrolment count date and presented prior to the enrolment report due date. Please see Appendix 5 for examples of accepted letters.
I believe my papers has passed the preliminary stage, does this mean I'm allowed to go to Canada and study and pay the domestic tuition even though I have not received my permanent resident card? Also, does the Ministry of Training and Colleges and Universities Operating Funds Distribution Manual apply to every universities and colleges in Ontario? Because I've seen colleges that don't specifically state anything about international exemptions for the domestic tuition.

depending on which stage you are in.
you should ask student record in your school.
but if your app is on early stage, don't think you are able to.

thank you for replying, depending on which stage? I thought the bold part meant that if I passed the 1st stage I'm already allowed?

Basically, you need to be at the passport request stage. That shows that you are getting the visa, and that you'll be able to land imminently. If you're not there, don't bother. I tried the same thing with jobs -- my application is being processed, I'm going to be approved! -- and had no luck at all, even in the most god-forsaken regions of Labrador.

Hi there. I have no idea about your situation but check this out:

it states exactly in what situation you are eligible to pay domestic. I'm eligible because me and my husband have open work permits since we are waiting for our residence on the cec category. I'm not eligible through the first stage pass because I never got a letter like the ones they mentioned but I do have an owp so that's how I got in.
Now I just have to wait to see if I get my study permit...

Doesn't matter if you dont go York, this applies to all Ontario

Hello, I am in the same boat and was wondering if you were able to revoke paying your international tuition fees by proving you were at a certain stage in your PR application?
