Dear all,

My employer will not provide the reference letter with roles and responsibilities. I am planning to write a explanation letter and attach my offer , appointment, promotion letters, salary slips and last 3 years form 16 and form 12 BA. Will this be fine or should i include something else. Also let me know if Explanation letter needs to be witten on white paper or stamp paper please help...

Explanation is not required. Just get the reference letters along with roles & responsibilities from colleagues and your seniors (if possible). Get their visiting cards & attach with the letters.
 
If we don`t have business cards, Can i submit their company ID cards, is that fine

That's not required. You can just mention their official contact details at the end of letter & then get it signed.
 
Its better to get it from employer. My suggestion is that get an official denial from your company, this will be a proof for you to show to CIC that why can't you get one exp. cert. Now ask your manager / supervisor / Colleague to write for you. Do not attach all these non required documents as none of them (except your offer letter) will have your responsibilities printed on them. Final decision will be in the hand of the officer reviewing your application.
