I did taxes this year so NOA may not be available by the time I will send my CEC application. I worked at IBM for last 6 month then changed my company. Now, when I asked my manager at IBM, the pay-stubs records are not available. Is it ok if I attach my bank statements that I was getting paid on bi-weekly basis?

I've:
1. reference letter
2. bank statements
3. T4
4. Record of Employement
5. Letter of termination of employment

Are these documents enough for the CEC?
 
No need for paystubs (they are not required) and you have all the other documentation. Bank statements are absolutely NOT necessary.
 
Paystubs are optional. I have submitted reference letter, T4, NOA and offer letter for my work experience.

Most people who are applying right now don't have their NOA yet, either. Include a note in your application that you send a copy of the NOA when you receive it. Wait until you get your AOR (file number), and then you can submit it.

Thank you. But do you think it might be rejected if I don't add pay-stubs as a substitute to NOA?

I am in exact same situation
I don't have paystubs but have all other documents including t4 and NOA.
Did your PR got approved?
