Visa refusal after medical call and reapply.

Hello
I am a citizen of Bangladesh but currently i am living in South Korea. I have been accepted for the Masters Program of Memorial University of Newfoundland (Oil and Gas Engineering) with full funding. I applied for the visa through VAC South Korea. Luckily i got the email of medical report submission within 9 days of application. Since i was informed for the medical examination, i thought that my visa was almost 80% confirmed ;D. Within two weeks after the medical examination my passport, letter of refusal and all other documents dispatched to my address. CIC refused my application for 5 reasons (No Medical Reason).


Actually i submitted documents according the checklist of IMM 5483. As there was no mention about study plan, official fee schedule, current activity in Korea so i didn't submit any documents regarding those issues. Actually i am pursuing my MSc Degree in south korea and working as a research assistant.

I think that my application was refused for insufficient documents.

I reapplied for study permit on 14th April 2014.

My question is: What is the possibility of acceptance after being rejected for 5 reasons?
Are they going to inform me for the medical examination again?

You won't be required to do medicals again as it is valid for 12 months. However, you've masters and doing masters again make your case weak as Regina said. I hope it works this time. Good luck!!!

Thanks for telling the truth about my situation. I am also thinking that my case is weak....but the only reason why i want to switch my program is ...i am having a lots of problem as i am not experienced in KOREAN language. Maybe this reason is not good enough for convincing the visa officer.

Well you may try to apply again. I didn't even submit prove of money for transportation, but no problem. I think you should emphasize more on the program and provide more evidence about your stay in Korea.

How much was it? CIC thought it was not enough. Was it enough for tuition and+$10 000 for living expenses?

Yes...my scholarship is enough...13000 Canadian dollar for living expenses after transaction of tuition fee. Furthermore my balance in my current account is not so huge as i am not permitted to work in Korea. Its only enough for bearing the transportation cost.

This time i submitted the current enrollment status in Korean university and the documents mentioning my scholarship that i am receiving from my university and Korean government.

I am not married and i didn't have any intention to accompany anyone with me but why they accused me for accompanying my family members.....i didn't understand this.

I am really worried that my visa may be refused again as i am continuing my graduate program and applying for another one but the only reason for switching my program is lack of experience in Korean Language.

Hello, your case is again extremely weak. First, you've scholarship from the Korean gov't and your current university to pursue a program you've not finished. These are the questions:
Does the current scholarship has restrictions?
Why couldn't you finish this program before pursuing another higher degree? Your reason is that you've have problem with the korean language.
Weren't you aware in your home country that the medium of instruction will be korean?
How can the Canadian embassy be sure that you can also follow a program in english (which also isn't your first language)?

You know you make your case complicated. You've scholarship to study in Korea - a pretty good country. You've not finish your program and you want to start another program in a different country. Now the visa rules allow only genuine and serious students to be granted visa.

The main problem for your refusal is your inability to prove that you're a genuine student who'll be able to complete his/her program because:
your situation warrant only for students with the means to sponsor themselves (so they can take any decision to complete or terminate any program, but not under scholarship).

The other reasons for your refusal stem from this same fact. Embassies give standard reasons for refusal without stating its foundations (or linchpin of those reasons).

My experience is that students in the same situation as you do not get Canadian visa, except the folowing three conditions:
You're first studying under the sponsorship from your parents/yourself;
There's a strong reason as to why you want to terminate your current program and start another;
If you're studying in your home country and you think stoping and continuing in a Canadian university with global visibility will help you achieve your future aspirations.

ADVISE:
It's is important that you finish your current program in Korea and then apply to Canada for PhD (if you've masters degree)
or
Apply for transfer (but not to start the program over again). Here you should provide the necessary documentation from your current university stating that a transfer is reasonable given your poor knowledge of korean. Here you should have ielts with a very high score - overall band => 7 will be better.

I was waiting for the response of Canadian University but i didn't get anything so i thought that may be they are not interested in me. In the mean time i got an offer letter from Korea so I decided to move Korea for graduate program. After a few days i got the offer letter from the Canadian university.

Furthermore its true that English is not my mother language but i believe my English is better then Korean language. My IELTS score is 6.5 not 7 as you mentioned. Actually i didn't know that my case was weak as I am already enrolled in one university.

Maybe i took the wrong decision about the study permit in Canada but getting a similar opportunity again to study on my desired subject is not easy for me.

I haven't received the result of study permit application but i just lost my hope about getting the study permit.
