I feel for you. If I understand correct your Canadian or a PR and sponsored your husband?
If he only got his PR recently then it's conditional anyway. They introduced conditional PR for this exact situation and reason, too many people were taking advantage and then running off.
You need to keep communicating with CIC, send as much information as possible to them including the fact that he is already married. Your marriage isn't even valid.

CIC are slow to respond and act but they will, just keep talking with them.

Make a nuisance of yourself to CIC. They will almost certainly respond fastest to those that make most noise.
Get your MP involved if CIC don't seem to be doing anything...

I contacted MP as well, but the secretary said they dont provide any service in this regard, they said, it will be better if I contact the border agency or citizenship and immigration Canada.

how his PR card is conditional? I am confused because he received his PR card in summer of 2012. Someone told me this law of conditional PR was enforced in October 2012. So I guess this conditionality does not apply to his PR card

It isn't conditional. As you say, his application pre-dates the change in the legislation.

I reported against him in 2012 and provided evidence of his first marriage with his first wife in 2013 July. CIC does not repond. Each time I send them an e-mail with my information I get an automatic response saying "officials will take it seriously, etc"

Regarding his bigamy, you could try to take it to the police or crown attorney and see what happens.

She already reported it. She has done what she can and now she should move on.

The goverment rarely proestcutes bigamy, so maybe you should ask the government "Are there any other crimes that should be ignored?".

She reported it to CIC and/or CBSA. Leon was suggesting the legal authorities, not just immigration.

She can do that, and that will help the law enforcement agencies. But it wont help her. I think she needs to move on with her life.
