Is it possible to apply for CEC-PR after first year of working on your PGWP ,if your PGWP has been issued for 3 years?

Yes, first make sure you have enough points and skill type 0, A or B job.

In the last round (22nd December), they picked files with minimum 446 CRS score. Just you know, every round score is different.

well yes but there is a catch u have to first qualify for CEC then u can open an express entry profile. Once the profile is open u will get points(CRS) depending on various factors like age, ur education, years of experience etc. Once u have a CRS u wait for the draw. Every two weeks or so there is a draw if the number picked in the draw is equal to or less than you CRS score u will be invited to apply for PR. Till ur invited u cannot apply for CEC.
