Divorce proceedings is still on going. She has threatened multiple times of going the criminal prosecution route.

My friend want to apply for citizenship. He used Commissionaires to get a police verification (or whatever the formal name is). It came clean.
Asking if accusations or some background investigation or anything (my friend never came in contact with any police personnel - ever), recorded deep inside their database, affect citizenship application? It could be assault, battery, theft, kidnap child etc - all possibilities a spouse could come up with.

My friend is a soft person and scared to even visit a local police station to ask. He is in mental depression.

Also, does non-conviction information (this is on the rcmp website - this is given in police checks to immigration during citizenship but does not appear on regular checks like Commissionaires - or what i understand). does non-conviction information affect citizenship? say the divorce case. the possible accusations wife could have made to the police?

Your post is a bit hard to follow.

If he has outstanding charges, this would generally impact the citizenship process. If he is convicted, then it would depend on the nature of the conviction.

He should hire a lawyer to assist him.

Based on the info, sounds like the wife threatened criminal charges but has not actually made the claim. If she has not made the claim to the police then there is nothing to find on the RCMP database. If she makes the claim later, it also depends on where in the process is his citizenship application. If he past the background check then I doubt it would affect the rest of the application process. Prohibition is only relevant if found guilty of a charge. Presence will also not be affected because the qualifying time was before his application and not when he is jail in the future (potentially).

If he has matters beige the court his application will be put on hold the matter is resolved. He has to inform IRCC if this happens. Failure to do so would be misrepresentation and would but his citizenship at risk now and longterm.

Your last sentence answers it : he cleared criminality, so he's good. Security checks are completely unrelated to this stolen phone thing.

The assumption is that your home country background check was done during the PR process. Additionally, when you submitted the citizenship application you indicated that you were not living in another country for 6 months. This meant you were not required to provide a police report for those countries which would include your home country. Unless you are currently a Wanted Person at the international level or a person of interest (terrorism related), CSIS and the RCMP won't be looking at your home country in this process.

Untrue. CSIS performs security checks, which includes inquiries over anything done outside Canada, for a good chunk of applicants, the majority of which having absolutely no criminal activity. It can delay the application for quite a bit, as you'll see from 2023 applicants still roaming here. And these checks can happen even if the applicant didn't leave Canada since they got their PR...
