Are you certain of that? I thought CLB 5 was sufficient. OP has achieved CLB5 to the best of my knowledge.

I thought reading of 4.5 is not high enough, need CLB 5 in all areas.

Looks like it. You must prove your English or French language skills with a minimum level of Canadian Language Benchmarks (CLB) 5 in English or Niveaux de competence linguistique canadiens (NCLC) 5 in French in all 4 language areas.

Pretty sure CLB5 is 4.0 or above for reading. So the OP is fine.
