There doesn’t have to be an official IRCC announcment as the quota for each year was announced. Those quotas are going to in Canada applicants. The Canada Gazette is the official newspaper of the government so it is announced.

I agree with the above responses unfortunately. The gazette is in fact an official publication. This indicates they don't plan to open to outside of Canada applicants this year.

Of course there's always some chance things may change later in the year however I wouldn't count on it.

I was a bit surprised by this since this feels like this is an area where there are insufficient people in Canada to meet demands. But I guess it is what it is.

I think that with the expanding employer criteria and those in Canada knowing this pilot was going to open and took jobs as caregivers that the pilot met its quota. Will be interesting how many are not eligible without work experience/education or finding out employer is not eligible.
 
What’s the alernative to this programme ? For PR, With kid of similar requirements? For outside Canada applicants
