CEC ITA in Montreal – No Section for Proof of Intent to Move?

Hello everyone,


I recently received an ITA under the CEC category, and my work experience is based in Montreal. As I go through my document checklist, I’ve noticed that it only includes the basic requirements—passport, language tests, etc. There’s no specific section asking for proof of intent to move out of Quebec.


I consulted a lawyer, and she advised me to attach those documents in one of the available sections. However, I’m feeling a bit lost about whether that’s the right approach.


Sorry if this is a basic question, but this is my first time applying for PR, and I just want to make sure I’m doing everything correctly. Has anyone else been in this situation? At point exactly should the inetnt of move proof be submitted ?


Any guidance would be greatly appreciated!

You wouldn’t qualify for CEC if you planned on remaining in Quebec so it is up to you prove that you will be relocating outside of Quebec so you qualify for CEC.

Hello thank you for replying , but there is literally no section to submit the documents for that , do you get contacted directly by the IRCC officer later on ?

You add it as additional information. CEC applicants are not supposed to come from Quebec which is why there is no formal proof in the application. You should update your file when you move out of Quebec.

Good to know! It’s so hard to find someone in the same situation. Was there a section labeled "Additional Documents"? I don’t think I even saw that—please let me know.


To be honest, I’m really second-guessing my proof. I got caught up preparing everything else for PR, so I didn’t put much effort into this. I just went there to Ontario and straight to the driving center. Honestly, I’m relying more on the notarized letter, but I’m not sure if that will be enough. At this point, I just want to buy some more time......=(

Same situation. But I didn’t attach any letter of intent when submitting my application November last year. I only ticked Calgary Alberta as where I would like to reside and used an address in Ontario as mailing address. So far my eligibility has been recommended passed since 7th January with review by an officer required on my self employed work experience from Nigeria. That’s how my application has been since then. Hope this helps.

That would be misrepresentation if you are not being upfront that you are still living in Quebec and could lead to a ban or problems when you apply for citizenship.
That’s if I’m going to reside in Quebec afterwards. I plan on relocating to Alberta once my wife is done with school. I’m just saying I didn’t write any LOE when I submitted and it wasn’t in my GCMS notes as the reason for the approval delay.

If you’re mailing address is Ontario but you are living in Quebec then that is problematic. You should be changing your mailing address to your current address in Quebec.
