It seems it's ok to order the GCMS notes from outside Canada; I got my notes last week

Click above and scroll to where you can click agree and continue

From the next page, acknowledge and continue

The next page is where u see application/personal information

You'd see where to acknowledge and then fill the form accordingly

Under "category that best describes you," select "member of the public."

You will be asked, "Are you requesting for yourself?" Select yes.

If you are outside Canada, select "foreign national outside of Canada."

Attach the data page of your passport (compulsory for principal applicant)and / or consent form of dependants (not compulsory).

Some information of dependants may be withheld for privacy reasons if you failed to attach duly signed consent form. (Note that this is not compulsory)

Your gcms note will likely be sent to the email provided within 30 days.

Starting 29th April 2024, To improve the Start-up Visa Program, we will encourage designated venture capital firms, angel investor groups and business incubators to focus on the most promising proposals by
  • providing priority processing for entrepreneurs whose start-up is supported by Canadian capital or by a business incubator that is a member of Canada’s Tech Network, including applications in the inventory and new applications as they are submitted.

    If your start-up isn't prioritized under the specific criteria mentioned—like being supported by Canadian capital or a business incubator within Canada’s Tech Network—your application or process might not receive the same expedited or special treatment.
    However, it doesn't necessarily mean you won't be considered. Your application would likely follow the standard processing procedures, which might take longer compared to priority applications. You could expect your application to take a bit longer than usual!

To get the right answer, the best thing to do is to request a Note Officer in the first step.

Officer's notes are needed here, but I believe that processing times also depend on your individual officer's efficiency as well as personal background and security procedure needed.

It's curious that we weren't required to renew our medical examinations, even though they expired last November (about 5 months ago). Does anyone have insight into why this might be the case?
Yes, in my partners case, IRCC extended the medical expiry beyond the original expiry, they might have done this in your case

in my case, they sent remedical for me, my wife and my daughter, we are in India, they did not send it to my son who is in US, they just extended his medical expiry

Maybe they stopped processing for non priority for now, therefore they didn't send you anything.
Anyways this is just my assumption friend, take it with a grain of salt.

It seems that the reason your son didn't receive a re-medical request might be because he is in the US, which generally has health standards that align more closely with those of Canada. Since your family is currently in India, a country where health standards can vary, it's possible that the IRCC is taking extra precautions to ensure the health status of applicants. This might explain why the medical expiry was extended for your son while the others required re-medicals.
American and Canadian doctors are upto the same level but for an Indian physician to practice they requires additional credentials, maybe that justifies the different standards in health.

Pre-Arrival Letters are exclusively issued to applicants residing outside of Canada. These letters are not provided to individuals who are already living within Canadian borders. The purpose of Pre-Arrival Letters is to assist international applicants in preparing for their move to Canada and to provide them with important information about their upcoming immigration process. Canadian residents, being already familiar with the country and its systems, do not require this preliminary guidance, which is why they are not issued such letters.
That's the theory. But I have seen MANY specially under family class that received PAL even if they applied with the "inland" route.
In general, PAL is not a good indication of the process.
