What do you mean? The client I am contacting is from US. So I am legally eligible to work right?
UpWork may be a US company but the link provided shows that they have a Canadian presence and clients. So given this information you need to get an immigration lawyer’s opinion but if they have a presence and you are paid through UpWorks then you may be under the 24 per hour week rule.

Can we work remotely for an outside Canada office but has offices and client in Canada? If yes, is this clearly mentioned in any official IRCC document? Where and when do we have to declare these details to IRCC?

If not working in Canada then doesn’t matter because you don’t need a work permit and it isn’t Canadian work experience. So yes you can work remotely.

Just to clarify If an international student would still fall under the 24 hour a week work limit given the employers ties to Canada. Also would need to declare worldwide income.
