You keep mentioning the embassy. You do not apply for anything through the embassy. If you want to apply for a PRTD under H&C, then you submit an application online or complete all of the paperwork and submit to your nearest VAC. You will need to include supporting evidence if you want to apply under H&C. Follow the instructions here.

You still need to renounce PR if you want to apply for PR from scratch under Express Entry or another program. Only your PR card has expired, you still have PR status (although you are out of compliance with RO).
If you don't understand the 67 points, you need to do substantially more research to understand how the programs work. No, immigration restrictions are not the only reason it is harder. It is also harder due to the volume of people applying.
