My friend just went in-person, and saw the passport with above visa stamp in his passport. He bought some time before paying anymore fees.

So they are holding your passport hostage until you pay more fees? Yet another clear sign of a scam. I agree with the advice you were given earlier. Cancel your passport and stop communicating with these people.

Everything that you've described so far matches with what scammers do. They sent a fake job offer, retrieved the passport and are now asking for money to send the "stamped" passport back. They may find other ways to trick your friend into sending them more money for "visa processing". It's up to your friend if he wants to keep loosing money.

So I don't know why IRCC doesn't provide an easy way to check this. New Zealand does it via https://www.immigration.govt.nz/about-us/our-online-systems/visa-verification-service and for eTAs IRCC provides an online tool to check those, https://ircc.canada.ca/english/helpcentre/answer.asp?qnum=1192&top=16

From https://www.canada.ca/en/immigration-refugees-citizenship/services/application/check-status.html it seems that it might be possible for the supposed Canadian visa holder to check from the official gov't website... if I'm understanding correctly, it seems the way to do this is to create an account on https://ircc-tracker-suivi.apps.cic.gc.ca/en and then add your passport number and application number.

And looking at https://www.ircc.canada.ca/english/helpcentre/answer.asp?qnum=1521&top=4 the example work permit number that they have looks similar to the one on your visa stamp. So I guess that would be the application number to put in.
