If by 'family' one means 'their adult parents or other relatives' (not from one's immediate family), who could not qualify on their own to immigrate, I agree: any candidate for PR status should know that sponsorship of parents or siblings or other relatives to come to Canada is a long-shot, at best.

And if their interest in immigrating is conditional upon those parents / other relatives getting PR status in future, I agree: think again. It is not guaranteed.

But: most immigrants will be able to sponsor their spouses (and dependent children under a certain age), subject to things like criminality checks. That's the 'immediate family' program and it is quite solid.

Well, if you came to Canada solely for the prospect of sponsoring your parents and grand parents under the assumption that it would be quick and easy, well shame on you for not doing your research. As noted, it was never guaranteed, has always had quotas and has always been subject to changes in how it is administer, pending political climate at any given time. Seems your talent lie somewhere other than statistical research. No one to blame but yourself.

Canada and other countries do not favour young immigrants for fun. We have ageing populations. If 2 parents with 2 children could immigrate to Canada and sponsor 2 sets of parents that would do nothing to counteract our ageing population while also adding more seniors who will likely never pay taxes but receive money and services. The fact that PGP and supervisas exist given our inability to meet the current healthcare needs of our population and services for seniors is a minor miracle. Assume that is because most in Canada don’t know these programs exist.

I also remember reading through the old posts on this forum on how everything around PGP has been nothing but a mess that was a result of immigrants petitioning too much (e.g. lottery system removal, fifo removal, etc). The way it read screamed that immigrants (not IRCC) messed up by making irrational demands. The output is a system that helps no one. Perhaps IRCC listened a lot more than they should've. And, if we analyze this restriction from that perspective, it is likely an outcome of the same demands.

Restricting quota has nothing to with demands. If anything there was extreme pressure to increase the quota over the period when Trudeau government has been in power. Some want zero restrictions which is just not feasible. Using the 2020EOI for many years was a clunky attempt to prioritize those who had likely qualified for PGP the longest and run the program during the heightened COVID period. The push to prioritize those who have waited the longest is favoured by those who have waited the longest not the general population wanting to apply for PGP. I assume there will need to be some sort of metric (eg. continuous years working in Canada earning over LICO or continuous years after PR earning over LICO) to determine prioritization because of the huge volume of people wanting to apply for PGP.
