What do you mean by “study permit until March 206 including the PGWP”? Study permit expires 90 days after program completion. She is not eligible for CEC if not Canadian work experience. Only he may be eligible. So she will not have a PGWP eligible job so it is up to her to have a high enough CEC score after a year of experience. What is her NOC if she has a job.

With 1 year of Canadian work experience you are on a very tight timeline. Also hard to predict policy and demand so far in advance. Assume she must be doing a PSW course if only a 1 year college program.
