India - Single Mother visit visa for my convocation happening in June - REJECTED

Hi everyone,
I have applied for visit visa for my mother from India in feb to attend my convocation happening in June
but we got rejection today giving refusal generic letter
stating below reasons -
- I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
- The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
- Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).

Our profile -
1. My mother works in a private school as administrator since 20 years in the same school.
2. My father expired long time ago and I am a single child to my parents, my mother's parents also expired, hence we showed ties to india by her employment, house and open plot she owns.
3. We showed about 6k cad in her account and 8k cad in my account. i got a job as a developer after my graduation, hence attached my employment letter and payslips inorder to sponsor her travel.
4. i have applied for pgwp and still on implied status, is this a reason for her rejection?
5. mentioned that she will be staying with me in our rented flat in Canada
6. we have provided all bank statements, ids, employment letter, payslips, leave letter from school, ca certificate, house and plot documents, purpose of travel


PLEASE HELP ME, SUGGEST TO ME WHERE WE WENT WRONG AND WHAT WE CAN ADD MORE TO GET APPROVAL (BECAUSE SHE IS THE ONE WHO ALONE TOOK CARE OF MY EDUCATION SINCE CHILDHOOD, I WANT HER TO ATTEND MY CONVOCATION.)

1) She need to save much more than $6000. How many days she intend to stay?

Order ATIP notes. Reasons for rejection have nothing to do with you applying for PGWP. She was refused because:

- Has no where near enough funds. 6K is way too low and your funds don’t count. She wants minimum $10k for a 2-3 week visit.
- No family ties to return.
- If not travel history to UK, US, NZ or AUS then that may be refusal reason too.

You aren’t sponsoring her . She’s coming to visit you . They don’t have to take your invitation/sponsorship/funds into the equation.

Plus you’re the only child , father has passed . Her ties to Canada , you being here, the only child , have suddenly skyrocketed

That must be taken into the equation when people go overseas for an education. It’s not a given they’ll be able to visit , nor should they expect to.

I’d zoom the convocation if they don’t get approved.

She wants a minimum of $10k and even more. She wants to show she has the cash in the bank and not using all her savings. That is not the only issue. She has no family ties to return. You are not sponsoring her. In fact that weakens her ties to return because you are supporting her visit. Order ATIP notes.

How much does she make? Probably little, that's one of the reasons she was refused.
