Visa preprocessing - India or Canada ?

I applied for a Super Visa for my mother (based in India) from Canada.
Will the file be assigned to any Visa office in India for preprocessing as is usually the case or will it be allotted to a VO in Canada directly ?

India. You are only the representative and supervisas aren’t processed in Canada because you have to apply outside Canada
