Refused 2023 now Medical request

Hello,
My mom applied for Supervisa 2023. After 1 months done biometric. After 3 months refused said my family income is not enough. Maybe officer did not counted my self employed income & we re applied again & got refused same reason in a month.
I emailed to IRCC & also my MP. From 2024 suddenly 1st time application number again in process. Summer 2024 was asking for biometric but she already given 2023 and valid until 2033.
We were ignored the letter maybe it was mistake.
Today we received email asking for medical reports to do within 30 days!
If anyone here understands my concerns & can help me what should we do now? We should do the medical or just ignore the letter?

No as I said it was refused but I requested for recheck to IRCC now they asked for medical what should I do? Is it a mistake from them?

Doesn’t mean approval but means the file is moving forward.

Yes people can be refused after the medical. An application can be refused at any point. Refusal very quickly is often for very black and white details for example not meeting LICO.
