Hello, do you think there's a chance for someone to obtain PR if her daughter, who is a Canadian citizen, hires her as a childcare home worker for her child?

Why cannot she come on supervisa? Hiring your parent is going to be heavily scrutinized because there are other ways for parents to come. Also how old is the parent? This is just another way to abuse the program.
The parent is 48 and has experience working with children. Immigration considers people helping with with their grandchildren "illegal work". I don't see how is this abusing the system if she is hired officially? There are currently no other ways for parents to come, sponsorship is closed and super visa is not a long term solution as she can't work. How do you think the application could he scrutinized and are there ways to make the application stronger?
What is her ECA and IELTS scores? The issue is that her application will be heavily scrutinized because it is your mother. Age is also a factor because the HCCP program had about a 3 year processing time so she will be in her 50s if even approved.
The issue is that people are using the system for family reunification not primarily for caregiving. Many never actually work as paid caregivers when they arrive.
Possible if the daughter meets the income and other programs requirements and if the parent meets all of the applicant requirements.
You’ll have to wait and see the requirements but proof that family has the extra disposable income to pay a caregiver. Proof of why they need the caregiver like for example previous childcare arrangements and why they are no longer feasible.

Visiting, foreign grandparents assisting with childcare is encouraged. I don't know why people spread these theories that lack humanity, go against human nature, community and valuing support over autonomy, struggle and individualism. I've seen this "illegal work" comparison used all over this site within the context of visitor grandparents.
Grandparents being grandparents is not gainful employment. It is a village.
Valid job offers can be from family. Let's see what the rules for this relaunch of the program will say, though.
Spouses would qualify for spousal sponsorship. Nobody is sponsoring their spouse or dependent child via a caregiver program.
You're not understanding.
I know people who have gotten their 3-year work permit through the caregiver pilot and their accompanying spouses got their authorizations to work. As the spouse (not a caregiver) works, they qualify for other programs and point-enhancing opportunities like an LMIA-supported job offers (when that was a thing) or worked for a year then qualified for CEC in EE.
In other words: I know people whose spouses, who came through caregivers as their accompanying spouse in pilot, ended up sponsoring the caregiver faster than the caregiver pilot program.
What should a family be earning to be able to hire a full time home care worker? Is this information available somewhere
Really depends on where they live and the cost of living. They need to have around 40k of disposable income leftover after all their own living costs and hopefully some savings are subtracted from their take home income. For example if you live in Toronto or Vancouver you likely need to be making at least 200k to justify being able to afford a nanny and that may still not be affordable given other costs.
