I wanna apply for PR soon and hope I can qualify for CEC but understand I might fit for FSWP. That said they require proof of funds and minimum is this:
$14,690
so do I need this exact amount in my account when showing at the time or can I show from the past year or so?

I do not have this amount currently so do I need to get it sent somehow?

It's not clear what you are asking.

At the time you recieve ITA and when you submit your complete application, you must have a bank balance of at least $14,690. You also have to maintain this minimum balance while they process your application and until you get PR.

I don't understand what you mean by "or can I show from the past year or so".

A few things
1. When submitting my application do I need to show proof of funds first

2. I mean can I show a bank statement of the past year or so showing I had that amount or more?

1. You must show the proof of funds when you submit the application after you receive ITA.
2. The bank account statement must be current. You can't show a statement that is a year old.
