Hi experts

My new born’s TRV is refused

we are PR holders both parents
Question is , in Gcms consent form do we need both parents signature ( meaning 2 consent form each) ?

what are others additional doc should we need to submit?

You can both sign and no reason to provide add additional documents. Assume one parent is in Canada and started PR process, and that parent meets RO. TRV is not guaranteed as cannot show ties to return so may need to wait for PR, and then child enters as PR and has access to health and social services.

I'd suggest applying for TRV again for the child only AFTER AOR for the PR application is issued.

But current situation is we both parents are in India. My spouse landed last year and returned back to be with is us during this time.

I (mother) is a PR holder and expected to return to work by April. With this current situation, how can I bring baby ??

So the immediate one is trv and applied giving all required documents.

now some consultants suggest to reapply trv and other side they ask us to apply PR from outside Canada only and then apply trv with Aor.
But I was intended to apply PR once baby arrives to Canada with us.
Now with this trv refusal , am so concerned as by April I have to come back to Canada.

That is a reason for refusal. One parent isn’t in Canada to start sponsorship process. You cannot start process until then. You can reapply for TRV or TRP but what are you changing because IRCC knows child is not returning to India and both parents outside Canada.

But even Ircc confirm we can apply PR Outland since am technically residing in Canada and travelled abroad for delivery.

Won't work.

You need to be physically in Canada and then remain in Canada while the application is processed.

There's no inland sponsorship process for minor dependents. All applications are outland regardless of where the child is.

For children, it is only processed outland so no easier way. One parent must be in Canada to apply for child’s PR. Once PR is submitted, you can try for TRV but can still be refused or take as long as PR processing.
