No AOR does not give you status in Canada or the ability to work.

You don't get SIN until you get an approved OWP or approved PR (COPR/eCOPR).
In your case, since you are out of status, you cannot apply for OWP until
1) you restored your status (if that's still possible)
2) AIP of the sponsorship application which comes very late of the process

So no, you can't.
