IRCC states that if you do a back to back program, you may be eligible for a PGWP for the length of both programs, not 3 years. Get a lawyer to file another application and reconsideration request.
Thanks @Naturgrl. It wasn't a back to back program but a 1 + 1 with a gap of 3 months. File another application means reapply again and raise another webform as well?

That is the same thing. 1+1 is a back to back program. When did first program start and second program end? How long was each program? Ask for reconsideration for whatever program wasn’t counted.

You may be able to get a PGWP that combines the length of each program.

Each of the programs you completed must be

  • PGWP eligible and
  • at least 8 months (or 900 hours for Quebec credentials) in length

September 2022 to June 2023 and September 2023 to June 2024. Should she reapply with a detailed explanation and new documents. Raise a webform again? Please advise.

So two 8 month programs. Reconsideration is if there was an error, and she didn’t provide the correct documentation so got the correct permit. Can try to reapply and see if she gets at least another 6 months as the two programs add up to 16 months. Ask a lawyer too.

Did you forget to include the first years documents. One of my friends recently got a 1 year PGWP for doing the same. She submitted a webform immediately and called IRCC but the agent told her it's her fault and hence cannot be reconsidered. Can you explain what steps you took to get the correct 3 years PGWP? Thanks.
Honestly, one IRCC agent informed me that she will put in the notes for the application to be reconsidered. However, I called back again the next day and was told the same as your friend that " It's my fault and hence cannot be reconsidered."

Course of action : Gather all documents (entry, stamps, all Permits, Graduation Letter, transcripts) Add everything to an explanation letter and submit it with the new application. You can file a fresh application or Go with a lawyer. Lawyer option is better imo.

Raising a webform might give you NO response.. filing a fresh application WILL. Consult a lawyer, keep raising webforms on the side but also file a new application..
