Is there any possibility the processing timeline for OINP non express entry can come down?

It says 20 months processing time, updated Jan 8 2025
It may come down by a couple of months. Since quotas and immigration numbers for PNPs has been cut in half, there will be fewer applications to process. So be patient. Hopefully you have your work support letter.

Appreciate your comment. Unfortunately I had just registered for Expression of Interest October 28 last year. Have no clue if the 20 months is end to end or from ITA or from Nomination. I just don't want to jeopardize my job in anyway.

I will complete 1 year Canadian experience this March. At which my CRS will be 501 which as per current trends is a poor score. My foreign work experience is ~14 months and it is non-continuous (2 jobs, different NOCs, but the same are in TEER 1 and 5 month gap in-between them).

Can it be applied for CEC in any way? (Yes, CEC requires 1 yr Canadian work experience and FSW requires continuous.)

There is a question in the CRS calculator that asks if I have any foreign work experience. Should I enter 1 year or None?

Because based on that answer, my CRS score is either 501 or 539

First you need to be selected and then apply for nomination. OINP has processing times before IRCC. You should be able to include the foreign work experience if you have paystubs, job letter, bank statements.
