SOWP refusal

Hi my husband just got refused his sowp we submitted every document required my employment letter with job description and job contract and specified also that he was applying under C47 LMIA exemption, what can we do next ? The following is the reason for refusal.

"Thank you for your interest in working in Canada. After careful review of your work permit application and supporting documentation under the International Mobility Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
You do not qualify under the IMP as you provided insufficient information to demonstrate that your spouse's employment in a qualifying TEER. Refused under R205(c)(ii)".

I’m on a Teer 4 job however there’s been a rule in place since 2023 for low skilled jobs and I’ve read on other groups of people getting approved in my same teer so I don’t know what went wrong with our application. about the low skilled workers down the link from ircc to confirm this

Order GCMS notes. IRCC may be implementing the changes announced in September for SOWPs.

  • limiting work permit eligibility later this year to spouses of foreign workers in management or professional occupations or in sectors with labour shortages—under Canada’s work permit programs (TFWP and IMP)

But the changes haven't been confirmed yet so why will they use it to assess an application, also we don't know when the new rule will actually be implemented an GCMS usually take a month

Press release was September and it says implement later this year which would be 2024. IRCC doesn’t have to publicly confirm changes but can be done through internal memos to update operational procedures. File for reconsideration and wait. In meantime, order GCMS notes.
