I would like to ask if the SINP is still active?
I am an international student, completed studies in Ontario, Working in Saskatchewan in a local restaurant as a supervisor.
AM I eligible for SINP ?

No one can tell you . Read through the different streams, and determine which one you are eligible for. If through EE, check NOC and SINP score.
 
Does " international skilled workers - employment offer" SINP non-express entry require a language test?

I have 1.5 years of Canadian years experience and hold an open work permit and study permit with a job approval letter. My work is related to IT.

Today I noticed that there are two categories:

(1) international skilled workers - employment offer
(2) Worker with Saskatchewan Work Experience

I recieved my job approval letter from my employer (a tech noc), considering that I hold open work permit and study permit at the same time, which catagory I should apply?

how do I determine which one I am eligible for? I do not know which one to choose.

Look at the eligibility requirements for each stream based on your profile. I don’t know your education, NOC, work experience, IELTS, JAL etc. If you don’t want to read the requirements then hire an immigration consultant.

My noc is 22221, I have an Open work permit and job approval letter, and 1.5 year Saskatchewan work experience and the job that I am currently working is in Saskatchewan provided the job approval letter. I also hold a study permit. Which one is better for me? my English level is good, I have not taken the test yet, but I can take.
