Spouse PNP Application Requirement

Hello Members,

I am writing on behalf of a friend who is currently residing in Manitoba. My friend's husband applied for EOI under Manitoba Skilled Worker (SW in Manitoba) category. Their question is can both spouse apply and register for PNP at the same time or only 1 applicant is eligible to apply?

I would really appreciate your help and suggestions.
