Parents Super Visa Rejected - LICO requirements

Hello,
Recently, I got refusal letter for parents super visa application stating "You have failed to meet the LICO requirements".
On the eligibility page of parents super visa, I am able to meet the minimum income requirements. where I have estimated 4 family members (Me+Spouse+ 2 parents) and the income required is $54,594

My application has been refused based on LICO requirements, which is not shown anywhere under Super visa eligibility.

Wondering what should be next step ?
Any idea where I can appeal the decision ? or
should I just reapply getting co-sign by my spouse ?

No, uploaded the official letter from the employer stating salary, job description & etc.
LICO is based on income already earned in Canada not future salary. NOA is the preferred document to prove that. Without proof of LICO on NOA your parents are unlikely to get approved for a supervisa. Also supporting 4 adults on 55k while also paying thousands for supervisa insurance and travel would be very difficult in most parts of Canada.

Can we use 2024 issued NOA to submit an application in Dec/Jan or is it too late to use that and we should wait for 2025 assessment?

Assume you mean 2023 tax year NOA. Would probably wait but if you do attempt to reapply then would include proof of your 2024 T4 if you have it, proof of employment and even payroll summary for 2024 if you can get it.
