Pre Arrival Letter - What is its purpose?

We received my spouses Pre Arrival back in March 2024. After that my spouse was requested to do a re-medical. which we submitted in April. ever since than there is no sign of COPR or anything. even the online tracker shows background check in progress. I am just confused as we thought once we receive the pre-arrival it means that we have passed all the eligibility tests. Medical, Biometric, Security and all.

does someone have a similar situation?
Can someone guide us what shall me do as its been 9 months since we received the letter?

No. pre-arrival doesn't mean approval or passed any stage for the process. Different VO or office send them at different time frame.
So don't use pre-arrival as any "marker" of the process.

You can request GCMS notes if you are wondering what's holding up your application. Are you applying in Quebec?
How about background check? This usually takes the longest.

It's been 4 years that we have applied for our spousal visa. have requested for GCMS notes twice in these 4 years, didn't find anything wrong in the notes. recently we wanted to apply for the notes again but were told that we should not do it as applying for GCMS notes delays the process as the officer will take time to collect all information for the notes request to send them. Don't know who to believe who not to.

only biometric/medical/additional documents would need action from you
unless you provided upfront/previous medical, expect for the medical request
no one can tell you what's next because officer does not always follow the same order of actions

Just saw your other post. If you went through appeal and your case reopen, the timeline doesn't "start at your initial application".
When did you get your last GCMS notes? I don't think getting 3 GCMS notes in 4 years, it's not excessive.
Re-medical is a good sign so far, unless you get another request, it's just progressing slowly. My guess is that your spouse didn't have the background check last time, so this time will take a bit of time.
Did they request for police clearance again? Has the PA left home country after the last police clearance? Or still there?

Just a bit of background on our case.

Applied in 2020 October. Got a refusal in Feb 2023 reason given the officer didn't find the relationship to be genuine. We appealed, provided all the evidence needed and our appeal got approved after the hearing in August 2023. The file was opened last year after IRCC was provided the appeal approval document but since then they have asked for re-medical, Police Clearance Certificates (again), we submitted everything in first week of April (within the 30 days time period) and the status was changed to completed except the background check which shows in progress since April 4, 2024. Everything has been completed Medical, Biometric, Eligibility.

How else can we find out other than contacting IRCC regarding the delay as we have already done that. Any suggestions. Can we contact CBSA or RCMP to get notes.
