Flag Poling - Temporary Residence Visa Application Refusal (Withdrawn)

My spouse was an international student in Canada from September 2022 to April 2024, while I was on an open work permit. We have two children under the age of 11. After my spouse completed her studies, we went for flagpoling, where my spouse successfully secured a Post-Graduation Work Permit (PGWP), I obtained a renewed Open Work Permit, and our children received Visitor Records.

On July 1, 2024, we applied for Temporary Resident Visas (TRVs) for the entire family through the GC portal, with my spouse as the primary applicant. My spouse’s TRV application was approved within a month. However, for myself and our two children, we received a decision yesterday stating:
"As per our records, the permits are already issued for you; hence your application is withdrawn."

Before receiving this decision, we submitted two webforms to IRCC to inquire about the status of our TRV applications. In these webforms, we attached copies (already uploaded in GC portal) of our new permits as proof and reiterated that we had applied for TRVs to facilitate future travel.

We are now unsure how to proceed, as our intention was to secure TRVs for re-entry to Canada in case of travel, not new permits.

We would appreciate any guidance on how to resolve this situation and obtain the required TRVs. If anyone has faced a similar issue or has advice on the best course of action, we kindly request your insights.

Are you sure you applied for TRVs? Many often apply for visitor records in error.
