I currently holds a Closed Work Permit (T5) and is working as a fish plant worker in Prince Edward Island. My work permit is valid until January 4, 2026. I would like to know if I can apply for a study permit for my two children from outside Canada based on my work permit." Thank you so much for help.

Afaik, there's nothing called T5 WP in Canada. You certainly can apply for study permit.
