IMM5604 - Big confusion - PLEASE HELP

Hi guys,
I have applied for my daughter’s PR under family class sponsorship and I am the sponsor, living in Canada as PR. Me and my wife , we both already have the PR.
My daughter’s application has been rejected and the reason listed is IMM5604 doc is required but this doc is for unaccompanied parent,, I just wanted to understand how this doc is required as there is no unaccompanied parent. I am already residing in Canada and my wife and daughter, both will be joining me here after my daughter's PR.
And even if its required, which parent should be filling this form, my wife or me ?

I desperately need help here. Please suggest

When you say it was 'rejected', was it returned to you or written that application refused?

Most likely you just need to resubmit with information that you and your wife habitually reside together in Canada and she will be returning with your daughter, therefore you did not submit the 5604. Explain the circumstances of why your spouse is abroad (e.g. she returned to give birth in home country).

Now I would suggest ALSO submitting the 5604 since they asked for it. If you are still together won't be an issue.

Application has been returned to us,, so that we can submit 5604 and submit application again. Wouldnt it be false information if we fill IMM5604 and also provide explanation that we are actually together and not separated ?
And who should be filling it. Me or my husband ?

No, not false information - at least I don't see anything in there which would be considered false. That said, though, I agree it is not technically necessary - but since IRCC asked for it, to me it is easier to provide it with explanation that you are still together but hey - you (IRCC) asked for it.

That said - you're correct, I'd just want to avoid situation where the (low level) officer checking the new submission doesn't read detail but just sees you didn't provide what IRCC asked for.

The parent that is not sponsoring would provide this form.

My own view - but I'm not a lawyer - is that this form would NOT override any custody arrangements anyway.
