i am currently an Open Work Permit holder as a Vulnerable Worker (i got 9 months left). i am employed for over 3 months, with 2 jobs as a Tilesetter - Teer 3 and a Repairer - Teer 3. i have employment confirmations, paystubs, paycheques from both jobs.
therefore, am I eligble to apply for Spouse Open Work Permit for my wife and Study Permit for my daughter?

i have applied for them once but it was refused due to the only reason provided by the IRCC: "Not eligible for an open work permit" and "Not eligible for an open study permit"

Because your are on VOWP, don’t think they are eligible. Plus you only have 9 months left so if may take that long or longer for approval. Should have applied for them when on closed work permit. Where are they applying from.

But if you applied for them already under VOWP and refused then they are not eligible. If they had been approved when you were on your closed work permit and were in Canada then they would have been eligible for the permits. See below.

Also with processing times, IRCC knows you have only 9 months and IRCC doesn’t issue within 6 months so if processing is 4-5 months then no sense in applying.

Open work permit for your family members
Family members who came with you to Canada may also be eligible for an open work permit if your application is approved. They must complete their own application but may submit it together with your application.
