EDIT: I added a document missing from original submission via webform on 23 Nov 2024, and received confirmation it was added to my file on 28 Nov 2024. LoE had been attached in lieu of the required document (reason: document was not possible to obtain for legitimate reasons at the time of submission, it was possible to obtain for like a 3 day window then now it's not possible to obtain again lol).

So you attached the missing document through the webform after the completeness check was done? As per your timeline, your received the BIL on 21 Nov which is sure sign of completeness check. Can you tell us what was the missing document?

I also tried to submit the ECA report through webform after submitting e-APR on 19 Nov. But I haven't received the BIL or medical pass notification yet, do you think my document will get added to the file?

So you attached the missing document through the webform after the completeness check was done? As per your timeline, your received the BIL on 21 Nov which is sure sign of completeness check. Can you tell us what was the missing document?

I also tried to submit the ECA report through webform after submitting e-APR on 19 Nov. But I haven't received the BIL or medical pass notification yet, do you think my document will get added to the file?

As per your first question, I was missing a police certificate from my country of origin. It was impossible to obtain at the time of e-APR (8 Oct) and I had no choice but to submit without it given my status in Canada was expiring 11 Oct, and consequently I need AOR from PR to apply for BOWP (10 Oct) even though they tell you in the AOR that if you don't pass R10 they will refund PR fees but not BOWP fees.

Long story short, my country of origin is in middle of a severe political and economic crisis. Canada does not even recognize the current government there to be legitimate (specifically the president). The instructions on how to obtain PCC from my country on the official IRCC website even has the links to go to obtain it which didn't work. I originally attached a LoE explaing all the above which seemed to have worked because R10 was passed.

I still visited the above mentioned links daily in case they fixed them, and fortunetely they were live for about a 3-day period in which I obtained PCC with the caveat they addressed it to the wrong country (I chose to address it to Canada of course). I submitted it with LoE explaining even though it is addressed to another country due to a website malfunction it still shows no criminal record. Website went down again after this and still is down. Governement claims it is a "cyber attack from the empire" so no expectations on it being fixed soon to obtain PCC addressed to Canada. We will see how it plays out I guess.

As per your second question, it seems too soon to receive BIL or IME completeness with a 19 Nov e-APR and I assume same date for AOR.

I received two generic response emails from IRCC after using webform. First one confirming receipt of webform, and second one acknowledging receipt of document and that they were added to my file and available for officer review. If you have received both then you are good, if you received only first one maybe wait a week or so for second one, if none at all call IRCC.

I only received the first email acknowledging the receipt of webform, just finished a call to IRCC and they informed it's too early to locate the application in system. I will wait for 1-2 weeks to see if I receive any second email for the webform or will call IRCC.

I understand, it's very hard to get all the required documents within 60 days especially PCC when the country is facing crisis. Let's be optimistic with the process of IRCC and wait patiently.
