Visiting India while on Visitor visa (and Spousal PR applied status) after expired work permit

Hi, me and my fiance are in Canada and will be getting married in a week. Her work permit expired last month and she has visitor record multiple entry TRV.
we are planning to go to India in a month after applying her Pr (without PCC). We plan to upload pcc later via webform as we wont get our pcc from bls before our visit to india (as they take passport in the process).

Q1. Can we submit pcc later on webform which we will get from passport seva kendra in india.

Q2. Can she enter back in canada with this status mentioned above?

its ok to apply without PCC ircc will ask for pcc itself once your eligibility to sponsor is approved and i dont think giving pcc upfront helps coz most of pcc expires in 6 months or 1 year so its best to give pcc when they ask you for it and yes you can submit pcc later on through webform

You should be applying Outland given your plans. She can always attempt to return to Canada but entry is never guaranteed for any temporary resident so nobody can ever guarantee reentry. Chances are likely good.
