IRCC Letter

Thank you for your interest in coming to Canada. I have reviewed your temporary resident visa (visitor visa) application and supporting documentation to assess whether you meet the requirements for a visitor visa (https://www.canada.ca/en/immigration-refugees-citizenship/ services/visit-canada/eligibility.html). This includes assessing whether you are coming to Canada temporarily for the reason(s) you describe in your application. I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/ index.html). I am refusing your application.

• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/ section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:

• Your proposed length of stay in Canada is inconsistent with a temporary stay given the details you have provided in your application.

• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).

• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.

• Your current employment situation does not show that you are financially established in your country of residence

Subject: Invitation Letter for Visitor Visa Application of Mrs. xx

I, xx, of the City of Oshawa, in the province of Ontario, SOLEMNLY DECLARE that:

1. I am a permanent resident of Canada. My passport numberxx. My spouse,xx, is also a permanent resident of Canada, and her passport number is xx

2. I wish to invitexx to come and visit me and my family. xx is the mother of my spouse and the grandmother of my children: xx, xx, and xx. We are excited to have her visit us in March 2025.

3. During this time, I guarantee that food, lodging, and transportation will be borne by me, and I will undertake full responsibility for her stay in Canada for a couple of months. We plan to take her to visit Niagara Falls, Ottawa, and Montreal, allowing her to experience Canadian culture, food, and diversity.

4. My spouse and I, along with our children, reside in our own home at xx, Canada. We have a spacious 4-bedroom house to accommodate my mother-in-law comfortably.

5. I own a business, xx., with the xx. I have sufficient resources to support my mother-in-law during her stay in Canada. My income for the year xx. I have attached my Notice of Assessments from Revenue Canada.

6. I have no intention of having her breach any provisions of the Immigration and Refugee Protection Act, nor am I aware of any such intention on her part. I am committed to ensuring that she complies with the provisions of the Act and all other Canadian laws, and I will take full responsibility in this regard.

7. xx is eager to visit Canada not only to spend time with us but also to see her grandchildren, whom she has not had the opportunity to meet since their birth. The chance to reunite with her grandchildren would be a profoundly meaningful and emotional experience, as she has missed out on significant moments in their lives due to the distance.

8. It is also of great importance to xx to spend quality time with her daughter’s family. The physical distance has prevented her from sharing in the everyday joys and milestones of her daughter’s life. This visit will provide her with a precious opportunity to reconnect, strengthen family bonds, and actively participate in our family’s daily life and activities, which is deeply significant for her emotional well-being.

9. Furthermore, xx has heard from her daughter about the stunning beauty of Canada and the warmth and kindness of its people. She has been deeply touched by these stories and is genuinely excited to experience firsthand the country her daughter has so warmly admired. The prospect of visiting such a wonderful country and meeting the people who have enriched her daughter's life adds to her anticipation and joy for this trip.

10. xx has strong and enduring ties to Sri Lanka, where she is a well-known and respected singer. Her career and community involvement in Sri Lanka are central to her life. She owns several properties in Sri Lanka that she actively manages and takes pride in. These properties are not only valuable assets but also require her personal oversight and attention. Additionally, her other children and extended family in Sri Lanka rely on her for support and guidance. Her return to Sri Lanka is essential not only to continue her professional commitments but also to fulfill her familial responsibilities and maintain her properties.

11. As a respected singer with a significant following, xx is deeply committed to her career and her fans in Sri Lanka. Her concerts and engagements are highly anticipated, and she values the connection she has with her audience. Her presence in Sri Lanka is crucial to maintaining her professional relationships and continuing her role in the cultural and entertainment sphere of her homeland.

12. Given her deep-rooted connections to Sri Lanka, including her career, properties, and family obligations, xx has every intention of returning to Sri Lanka after her visit to Canada. She has no intention of overstaying her visa or breaking any Canadian laws. Her visit is solely to reunite with family and experience the beauty of Canada, after which she will return to continue her career and support her family and properties in Sri Lanka.

13. I respectfully request that you grant xx a visitor visa to facilitate her visit to Canada. I assure you that she will adhere to all visa conditions and return to Sri Lanka as planned. Her presence will be a source of joy for our family, and I am fully committed to ensuring her compliance with all Canadian immigration regulations.

AND I make this solemn declaration conscientiously believing it to be true, and knowing that it is of the same force and effect as if made under oath.

I would re-edit your "sponsor letter" into a pure "invitation letter" instead and slashed out things like:

Instead, your guest would have to upload an itinerary which outlines what activities (such as visit Niagara Falls, experiencing Canadian culture) they would do in a daily basis.

The big issue is tha application shows very little about how the visitor can fund her travels to Canada, doesn’t include concrete ties to Sri Lanka and the visit is too long based on her declaration of having strong ties to her home country and having a career. She needs to provide evidence of her own funds and ties to Sri Lanka. How you obtained status in Canada could also impact approval. Would consider ordering GCMS notes to see if there are more details about the refusal that you can address in a future application.

Sadly you got scammed you could have applied on your own
