Visitor visa for brother refusal

I am a Canadian citizen and invited my brother to visit me for 2 weeks and explore the city of Toronto. His TRV was refused because of these reasons:

"I am refusing your application.
• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
• Your current employment situation does not show that you are financially established in your country of residence."

My brother has been working for 2 years and gets the equivalent of around $2500/month. In the application we stated that he would bring $2000 with him for he's stay but that I would also support him in case of emergency or unexpected events. I also showed my proof of funds. I know that my finances are secondary, but 2 years ago I applied for a TRV for my parents too and they got it. In my parents' application we put 0 dollars to bring to Canada but I committed to cover all their expenses and showed my POF as well as my father's letter of employment. My mother wasn't working.

1. What went wrong with my brother's application?
2. How can we fix the mistakes when we prepare the second application?

Your support and proof of funds will not be considered. Your brother needs to provide his own proof of funds in order to be considered. $2000 is too little for a trip of 2 weeks, especially if one needs airfare in order to get to Canada.

Yes, I know that my finances are secondary, but why did that work in my parents' case?
My brother's visit was scheduled from June 22 - July 5. Up to that time one can save up $2000 and the flight expenses with his salary. He was going to stay at my place and I would provide the his other expenses while in Canada. Plus my brother lives with my parents.

Your brother lives with your parents in a home owns by your parents? In general, it's very difficult for a single young adult to get a visitor visa to come to Canada.

Yes, correct. He lives with them and the house is owned by them. So, do you have any suggestions on how we can fix the second application?

IRCC was approving almost all TRVs up until recently which is partially why we have some significant immigration issues. In an attempt to stop non-genuine visitors it is going to become much harder to get TRVs approved. Parents and siblings are also treated very differently. There is more of a concern when a person of working age has minimal ties to their home country or savings.

There is more of a concern when a person of working age has minimal ties to their home country or savings.
Yes, I believe it's because of the immigration crisis Canada is experiencing right now, so they took a hard stance on every TRV now. "The purpose of your visit to Canada is not consistent with a temporary stay" does not make any sense. Two weeks is very normal for a tourist visit. They just didn't want to approve it.

What do you think we can do better in the second application?

To be fair your brother may have still struggled to get a TRV. The stated reason for refusal is more concern that your brother will not just visit for 2 weeks and that the reason for travel given funds and itinerary raise concerns.

Can I explicitly state on the new application that I will completely fund his trip, including the plane tickets, and make the stay for 10 days instead of 2 weeks?
Will this make any difference?

Well, the more, the better. But t's not your biggest concern. There are issues you cannot really rectify so easily. He needs to be financially established (not just funds available).

And rethink your purpose of visit.

The purpose of the visit was clear: visit me and see Toronto. So, two weeks is a very reasonable time for this purpose. I think the visa officer just wanted to find an excuse for the visit purpose.

How can he be financially established? I don't understand this. He has been working for 2 years and 5 months for the same company.
