When you applied for for PR, was your daughter inside Canada? If so, at what stage of your application did she go back to India? Is she was inland initially and then went back to India, did you inform IRCC? In your P1, did you mention that your dependent was outland? Have you checked the GCkey for your daughter's PPR? Outland applicants don't get e-CoPR. They get their CoPR issued at the embassy of their home country along with the visa stamping in the passport to trave to Canada.
Check you GCkey if you received the PPR for your dependent? If not, call IRCC and ask them when you will receive the PPR!
Did you try calling IRCC to know the reason? It's highly unlikely they will tell you anything still given P2's later than your's are getting eCOPR there must be some explanation. OR it's all random the way they pick and process case.

That's crazy I waited 28 days for my ecopr.
You'll get a correspondence letter to send to her in india,check your gckey account.she will print that letter it in along with her passport and additional stuff like 2 passport size pictures ,write down her height and eye color on separate paper.and she will gett her permanent visa after which will expire the same time as your ecopr. So she has t travel before that expire date.
