Studying in Quebec after applying for PR

Hey all, first post here.

I moved to Canada from Hong Kong a while ago, and I'm getting work experience to apply for PR through Stream B (having one year of work experience).

Before I came, I was advised by family in the area that the job market is extremely tough, and I should consider going to school just in case I don't find anything. So, I applied to a graduate diploma program. The program is in Quebec, and I just accepted the offer today. I am planning to defer admission for a year, to get my work experience in, before going to school. I applied to the school in Quebec since graduate diplomas in Ontario, in the field I am interested in, isn't exactly reputable, and I don't qualify for a master's degree, since I am switching majors.

While I am planning to submit my application from Ontario, I would be studying in Quebec when the application is processing, and I'm worried that my application would be refused since I would be renting an apartment (or living in a college dorm) in Quebec.

What should I do to continue my education, while showing that I have an intent to live outside of Quebec?

Yes it will likely be problematic if you apply for PR through non-Quebec program while living in Quebec.

The main risk to your permanent residence (PR) application is that by enrolling in a school in Quebec and living in a university residence or renting an apartment there, immigration authorities could interpret this as an intention to settle permanently in Quebec, which could make your application less convincing if you intend to live elsewhere after your studies.

My suggestion is to hold back on going to school in Quebec for now. Try to stay outside of Quebec until you became a PR.

Once you became a PR, who knows what you want to do by then.
