I suppose we could start banging on the doors to every nearest IRCC offices Google shows! I wish going o the VO yourself worked. I think this will be the last resort for applicants who have been waiting for their eCOPRs for over 2 months!
Jokes aside, I have VO in 10mins drive from my apartment. Its rating on Google is 2.8 and everyone complains they don't pick up their phone and the doors are closed :) I'll probably try my luck and visit it in a couple of weeks as a next desperate action (I know, there are many people here waiting longer then me who complains less then me, but the whole situation doesn’t make any sense)

Well, thinking out loud, a desperate action here could be leaving Canada, notifying IRCC about this and getting paper COPR through VAC abroad. My overseas wife and son submitted their passports to VAC on a Monday and collected the COPRs on Friday the same week. But I personally did not dare to break the started eCOPR process, as an extra round trip would be quite expensive for me and I am afraid that non-standard actions could lead to even worse delays =(. Possibly the wisest trick is to leave Canada right after receiving P1 and get COPR abroad.

I believe for inland applicants IRCC asks candidates to confirm if they are in Canada (in P1) and only after that IRCC processes the application. I'm not sure if one can get their COPR abroad in this case

In fact, I just created my application tracker account, and I saw that my COPR number & expiry date were uploaded to the tracker on Oct 4!
Can you give us link or something? How can I open a tracker account? For PNP non express entry application.

Hi, below is the link to the application tracker. But I'm not aware if it supports all kinds of applications, and at P2 stage I suppose there's nothing interesting happening there, I can think only of COPR number, but it's also of little use IMO.

Well, in my P1 there is a paragraph:
If you are outside Canada:
If you are currently outside Canada, you cannot be landed using the Permanent Resident
Portal (PR Confirmation). It is important that you let us know when you are planning on
returning to Canada by replying to this email. Further instructions will be sent to you.


So, they speak about some further instructions.

On the info page about PR confirmation through the Portal they say:
1c. Confirm you’re in Canada
Declaring you’re in Canada does not mean you are a permanent resident yet.
We can’t confirm your PR status while you’re outside Canada. If you plan to travel before receiving your electronic confirmation of permanent residence (eCOPR), contact us using the email address on your invitation message.


And here it seems they also don't rule out the ability to leave the country.

Also, a piece of evidence from my personal case. My dependents also started as inland applicants with me. Then they didn't return after summer vacation. In response to P1 I just said they weren't in Canada and not gonna return before summer, so they submitted their documents to VAC abroad.

Interesting, thank you for the info. My immigration consultant told me if an applicant outside Canada they let IRCC know when they're planning to return back and IRCC freeze the application until person is outside Canada. When person is back they ask IRCC to proceed.

There's a high chance you might get it by EOD or sometime around this week!

I'm also waiting since sep 25 after P2. Don't know what to do next?
