Be a skill in demand with an employer who has an approved LMIA or willing to file for LMIA because no Canadian or PR has your work experience, education and language skills.
Generally they don't hire from abroad with no PR, unless you work in some outsourcing/offshore company (in IT for example) and have worked directly with a Canadian company and they got interested in hiring you.
