Health card issue

Hiii,
Iam on work permit and my wife also , our work permit is expiring soon , my wife is pregnant and I can not get the health card for her. I talked to the health department, they said within 3 month the permit is expiring soon , so she can’t get the health card . My PR is in process so I can’t apply for the extension, I already spend a lot of money on checkups and other medications . I can not get health insurance also , coz they need the health card also .
plz help to get rid of this situation.

If she gets PR before the birth then she is covered. If her work permit expires then what will her status be in 3 months? If visitor, she is also not entitled to any maternity benefits.
