Sponsoring dependant children when sponsor is outside Canada

My spouse and I both Canada PR currently stay outside Canada. We have 2 dependant children both aged under 18 and are US citizens by birth. We didn't add them initially on our PR application as we didn't plan for them to move to Canada. But now we intend to move to Canada together as a family in spring next year.

Our question is that, can we apply for our children PR while the sponsoring parent is outside Canada. This way we can possibly get their PR approved before our travel next year. Or do we have to wait till we travel to Canada and then only we can apply for their PR?

No. One parent has to be in Canada to apply. They will not have access to healthcare until PR so make sure they have private insurance and plan to pay out of pocket. When did you get PR?

When you say that you didn't add them, do you mean that your children were born when you applied for PR and you didn't mention them in your application nor had them go through medical and background check?
Or you did but have put them as non-accompanying?

As PR, you can only apply to sponsor them when you live in Canada. So if they were included (just not accompanying) in your application, they could enter are visitor and then you can apply to sponsor them after that.

You will likely need to get private healthcare insurance for them while waiting for approval. (depending on province)

Thanks for the reply. I got my PR in Jun 2023 and it's valid until Jun 2028. Can I apply for their study permit instead and then they become eligible for healthcare? We can then apply for their PR once we enter Canada.

You can do this but would need to be prepared to pay international student fees and show the required balance. Can you do that?

They don't need to apply if they can come as visitors.
If you want them to be PR of Canada, you will need to sponsor them. Canada and US are 2 countries.

You can apply for study permit but you will need to proof to return to home country, fund for international fee and fund to support their living in Canada as international students in Canada.

Are they seriously ill now? Why do you need to have them covered right away and can't purchase private emergency health insurance for a relatively short period of time?

Since the kids are below and will still be in high school, I don't believe they have to pay international student fees until they get to college. Once I apply and get their PR, they should be fine I guess

Yes. I will sponsor them right away as soon as we land in Canada. Since they will be in high school I don't think international student fees apply, until they get to college.

They have no health issues. I don't mind buying private insurance until they become PR. But I was trying to see if having a study permit can make them eligible for OHIP in Ontario.The study permit should be cheaper than buying insurance for each for 6 months I believe. Do you recommend that?

You said earlier that you were thinking of applying for study permits for your children. If you are applying for a study permit you will need to show you have the funds to pay for international student fees at the high school level and also cover their living expenses. If you don't want to do this, then they would need to apply for TRVs and not study permits.

I think it depends on school district if they apply international fees to students that are not PRs.
But to obtain study permit, you will need to show funds. I don't think emergency health insurance for healthy children is that expensive. (it's like travel insurance but cover for a longer period)
It's best to get quotes and determine it on your specific situation (and call and find out from local school board)
