Hi,
I am going to land in Toronto on 6th of November. But, I am planning to move to Quebec/ Montréal. I have recieved a canadian PR through EXPRESS ENTRY. I need to know if I can give my friend's address who's living in Ontario to get my PR card. Also, I mentioned Ontario as my destination province.

You need to stay in Ontario for at least six months when you arrive in Canada, or you risk your PR being canceled at any time. If it is not canceled, it will not be renewed.

You should be aware that IRCC is cracking down on people doing this sort of thing. You are playing a very dangerous game. Also misrepresenting your address not a good idea. Having your friends participate in immigration fraud not a great idea for your friends either. Yes CSQ will be needed for RAMQ as a new PR.

I kinda checked everywhere on the IRCC site. They say, PR residents have the right to move to any other place in canada. It's necessary for those who obtained their PR through PNP. I checked there are no bad consequences. And to get the PR card I have to give some bodies address. Since I don't have any accomodation. I don't think it's a fraud:)

Yes, but Quebec is an exception. You are not allowed to settle in Quebec after becoming PR via EE, at least not immediately. It is a misrepresentation and your PR could be revoked. Really, just live in Ontario for some time, then move, if not just for peace of mind.

No. Quebec does not participate in Express Entry. In fact, if an Express Entry applicant indicates they have the intention to reside in the province of Quebec, their application may be refused.
Express Entry is an immigration system designed for skilled workers. Skilled workers interested in immigrating to Quebec may consider the Quebec Skilled Worker program and the Quebec Experience Program."

From what you've said, you're basically planning to commit fraud. Why the desperate need to work in Quebec? Just accept what you've been offered.

I went through the page. It's not written that PRs through express entry ( which is seperate from PNP are not allowed to stay and work in Québec) secondly, could you please tell me how is it fraud? If IRCC themselves say that PRs via EXPRESS ENTRY have the right to move and work anywhere in canada and that includes Quebec also. But, for PNP, it's not the case.

Secondly, I am asking a question regarding the same concern. I am not committing crime here. I would want a very smooth and soft reply even if it's incorrect what I share. I am a bilingual. I love french and french culture. My entire education is based on french language. This is why I am desperate to go.

I am open to any critics and information you provide. I could be wrong as well. But please be soft. If I am asking questions that means I am in a dilemma. If I were to commit fraud, I would nt have posted here.
But, I really appreciate your time. It means alot:)

It IS written there, you obviously didn't scroll down far enough.
I'm not saying you are committing a crime, how you seem rather naive about the whole process of being able to work in Quebec. Quebec has a strict selection process that everyone has to apply for, even if your application was accepted out of Quebec.

My question to you is a legitimate one, I'm not being "hard" as you suggest. I'm being realistic. Because IRCC officers aren't going to be any softer than I am, and you really don't want to put yourself in a position where you could potentially get deported and even barred from entering Canada in the future because you gave misleading information.

I understand. But then, how people are having no issues moving to Quebec with a PR. They are working and getting their citizenship. Like I know two people, they said nobody even asked them why they moved to Quebec and one of them said, they asked for a simple explanation.

A friend of mine directly landed to Montreal and nobody asked him any question. I just wonder how.

But I did check IRCC guidelines, they haven't mentioned anything but yes they said you can change provinces but if PR through PNP then no. Might be issues.

Yes, I went through the page and It says Québec doesn't participate in EE but it doesn't say PR holders via EE can't work in Québec. They do have seperate immigration programs I definitely agree. But they can't keep people from working here. Also, CSQ is not even required for PR holders to get a job. For medical services I have a doubt yes. That is a problem.

Well it's your choice what you do. Just be aware of the risks and possible consequences. Personally I wouldn't risk it, but it's your life.
