Study permit visa refused twice

Hi, I applied for study permit in Canada for fall intake for the first time unfortunately visa refused based on following reasons
• I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/
section-216.html). I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the
details you have provided in your application.
• Your proposed studies are not reasonable in light of one or more of: your qualifications,
previous studies, missing marksheets, academic record, level of establishment/available financial
resources, language abilities, or your future prospects and plans.

And I deferred by intake to winter 2025 and applied again for under SDS category only with strong LOE and financial abilities. However, my study permit visa refused again but this time with
two same reasons. Which I got on my first refusal

Now I am confused that what should I do next I mean I wrote strong LOE still they refused. Should I apply again with LOE based on latest refusal reasons ? Any guidance help would be greatly appreciated.

What is the program? What is your education in? What did you show that you will return after your studies? You needed to justify the costs of the program with better pay/promotion than you do now and education progression.

My program is post graduation in networking and system administration which is 2 year course and I hold undergraduate degree in computer science and engineering (BTECH) and with 7 years of work experience in software field/ development. I payed one year tuition fee along with GIC according to sds category and even submitted CA report this all well written in LOE also but I don’t know what’s wrong with my application

But why do you need to come to Canada to take such a program? You need to show ties to return and explain the better job you will have with higher pay after program completion. You have a BTech and years of experience and now want to take a networking program…makes no sense. Given the changes to immigration and unlikelihood of getting PR (if that is your goal), you need to show very strong reasons to return.

What’s wrong with your application is that you’re spending oodles of money on a program that won’t do anything career wise .for you
The application smells of someone coming to Canada for the sole purpose to get PR
Which they are now cracking down on

You have a BTech and years of experience and now want to take a networking program…makes no sense. Given the changes to immigration and unlikelihood of getting PR (if that is your goal), you need to show very strong reasons to return.
I selected that totally based on my professionally helps me and personal choice and mainly this program helps me to get better opportunity in other country which I need a graduate certificate. So I am genuinely PR is not my goal. And mainly I specifically wrote those points my LOE but my visa refused .

But why Canada? What school? Why spend close to $80k for a post graduate program. Better to spend the money on a Masters. Can you show that you will make that much more than you do now in your home country, not other countries?

But most networking and system administration courses are available online.... How would a Canadian program justify the extra cost? Would a graduate certificate from Canada make a huge difference from other reputable online institution?

It’s Conestoga college and it’s not 80K it’s close to 35 so if I change my course to related cloud computing & management and write strong LOE about changing the course will there be any chance to get approved.

Contestoga is blacklisted and a diploma mill. For two years, 21k per year for living expenses plus two years of tuition ($10k per semester so $40K) that is almost $80k.

Cloud computing can be done online too. Do you have a new PAL? You have two refusals so take a Masters, and don’t go to Contestoga.
