Dear sir/madam

What does it mean when one receives a letter saying: "Hello, We are currently processing your application for permanent residency. You now qualify to receive pre-arrival services to help you prepare for your new life in Canada. These services are only available to you before you enter Canada"
1. Does it mean the application is approved?
2. If yes, how long may it take to receive PR card/PR visa after this letter?

I thought this platform would help me find answers whenever I am stuck with situations, but It has not helped me at all.
I think you are only interested in one posting their history and success only not helping in acquiring information.
Sorry if I am indifferent, but that is my perspective.

The pre-arrival services letter is a generic letter that is sent to everyone at some point in the process. It can come at any time and doesn't mean anything about the status of your application: some people receive it early in the application, others receive it after approval. It means you have passed eligibility section of your application.Eligibility passing is a good sign, but doesn't really signal how much longer you might have left: if Background Check is still ongoing, it is often the longest and quietest part of the application. You could be near the end, or you might still have a few months.
